Pradhan Mantri Awas Yojana eligibility (प्रधानमंत्री आवास योजना पात्रता) is not one single rule. PMAY Gramin (rural) uses deprivation lists and exclusion criteria. PMAY Urban 2.0 uses annual income bands and a no-pucca-house rule. Read the section that matches where you live.
This is an independent guide, not a government website. The final decision always rests with officials: the Gram Sabha and district in villages, and the State, ULB or lender in towns. For an overview of both schemes, see our PMAY guide home.
PMAY Gramin eligibility: who is selected
According to a Lok Sabha reply of 17 December 2024, rural beneficiaries are identified from the SECC 2011 based Permanent Wait List and the finalised Awaas+ (2018) survey. The scheme targets:
- houseless households, and
- households living in 0, 1 or 2 room houses with kutcha walls and a kutcha roof.
Within the list, houseless families come first, then families by number of rooms. PIB says deprivation scores favour households with no adult aged 16 to 59, female-headed households with no adult male, households with no literate adult above 25, households with a disabled member and no able-bodied adult, and landless households that depend on casual labour.
At national level, at least 60% of targets are earmarked for SC/ST, 5% for differently-abled persons, and 15% of national funds for minorities. The list is checked in three stages: SECC 2011 data, Gram Sabha and geo-tagging. To see the survey route for families not on the list, read about Awaas Plus.
PMAY Gramin exclusion criteria (revised 2024)
On 14 August 2024 the Ministry of Rural Development modified the exclusion rules for the new phase. Officially confirmed changes:
- Owning a mechanised two-wheeler, mechanised fishing boat, landline phone or refrigerator no longer excludes a household.
- The income limit was raised from Rs 10,000 to Rs 15,000 per month.
- Land-related criteria were simplified.
As reported in the news (Business Today, September 2024; PTI, November 2024), the exclusions that remain include: a motorised three or four-wheeler; mechanised three or four-wheeler farm equipment; a Kisan Credit Card limit of Rs 50,000 or more; a government employee in the household; a government-registered non-agricultural enterprise; a member paying income tax or professional tax; monthly income above Rs 15,000; and 2.5 acres or more of irrigated land (PTI also reported 5 acres or more of unirrigated land).
We could not read the full official list on a government page, so confirm the exact criteria at your Gram Panchayat or block office.

Frequently asked questions
Who is eligible for Pradhan Mantri Awas Yojana Gramin?
Rural households that are houseless or live in 0, 1 or 2 room houses with kutcha walls and roof, and that appear on the SECC 2011 based list or the Awaas+ survey list, verified by the Gram Sabha. Households meeting exclusion criteria, such as monthly income above Rs 15,000, a government employee member or income tax payer, are left out.
What is the income limit for PMAY urban eligibility?
For PMAY Urban 2.0, annual household income must be up to Rs 9 lakh. EWS is up to Rs 3 lakh, LIG is Rs 3 lakh to Rs 6 lakh, and MIG is Rs 6 lakh to Rs 9 lakh. BLC and AHP are only for EWS families. The home loan interest subsidy (ISS) is open to EWS, LIG and MIG.
What documents are required for PM Awas Yojana?
For PMAY Urban 2.0: Aadhaar, bank account details, income certificate, proof of address and a signed undertaking of not owning a pucca house. BLC also needs land ownership papers; ISS also needs PAN. For PMAY Gramin, Aadhaar is used for face e-KYC in the survey and payments go to an Aadhaar-linked bank account.
Can I get PMAY if I already have a house?
For PMAY Urban 2.0, you are not eligible if any family member owns a pucca house anywhere in India. For PMAY Gramin, the scheme targets houseless families and those in kutcha houses of up to two rooms, so owners of a pucca house are not the target group. Kutcha house owners can still qualify.
Can a married woman apply for PMAY 2.0?
Yes. The guidelines prefer the house in the name of the female head or jointly with her husband. In the online form, married women must give the husband's Aadhaar. Widows and single women are priority groups, and unmarried or separated persons get the house in their own name.
Is a two-wheeler owner eligible for PMAY Gramin now?
Yes, this changed in 2024. The modified exclusion rules issued on 14 August 2024 removed mechanised two-wheelers, mechanised fishing boats, landline phones and refrigerators from the exclusion list. A motorised three or four-wheeler still excludes a household, as reported. Confirm the current rules with your Gram Panchayat.
